League fees are due by April 30.  At least another $1000 is due by this date (in addition to the $500 deposit).  If you don’t pay the full amount by this date, it will be assumed that you are paying by installments and another $100 will be added to your fee and the balance is due by June 16. 

Team reps should have received an email with some options for payment.

If paying in person, we will only accept a maximum of $1000 in cash per team and the rest must be via cheque

An additional $25 late fee will be added to your account each week if your fees are delinquent.  It may also result in games being forfeited.  Therefore, make sure that you get your fees in!!!

• 111 teams registered
• Season Start dates – March 28 for most tiers
• 18 regular season games – 4 different tiering rounds.  Will try to cut tiering off sooner to give more notice for the next schedule release.  2 guaranteed playoff games for each team.
• New rinks – Kits, Poirier, BWC
• Deadlines – next payment deadline on April 30
• Insurance – comprehensive coverage.  Insurance details are available on the VIHL website.  Claim form needs to be submitted for any injuries.
• New additional coverage for loss of wages.  James Sy introduced the iPP-Income protection plan

§  additional insurance protecting you from injury sickness or death.
§  benefits would be paid to you monthly to replace lost wages/income  due to injure or sickness

• All players require face protection or they will waive coverage for facial injuries (skaters = full shield or cage or half shield and mouth guard, goalies = CSA approved helmet and cage)
• Players required to have picture ID’s on them or team can create their own sheet to bring to games
• Roster freeze – June 1
• 19 player roster – fee of $15 for additional players; Drop players by May 13 to avoid them counting towards your roster total
• Can dress up to 16 player per game (including goalie)
• Allstar Game – July 8 at Trout Lake.  Separate game at KM for higher tiers on July 13.  Teams can select players from their team for allstar game before league makes selections.
• Awards Night in August
• Team reps to choose mvp of opposing team and rate the opposing team at end of game.  Top rated teams receive a game reward at the end of the season.
• Player Draft – March 27 at 9:30pm at Karen Magnussen
• Website – Forum is more visible, working on integrating photo gallery better
• Team photo and action shots for every team – will setup a better system to alert teams of when their photo will be taken
• Stat corrections – team reps can email statistics@vihl.net for corrections.  Working with pointstreak to try to get some other features included in their system.
• Scheduling – Jason Lo talked about the schedule and schedule requests.

o   League schedule will be posted on Pointstreak through the VIHL website
o   We will try and get the schedule up and online as far ahead as possible.  Factors that may affect this include retiering and schedule requests.
o   This year we will be fully implementing a charge for schedule requests to minimize the amount of requests the league receives.  The league schedule is created manually and in fairness to all teams, it is difficult to provide a balanced schedule for all teams when there are many teams that make requests on when they can and cannot play.

§  Simple requests such as a “We cannot play Monday” OR “We cannot play Thursdays” will be handled free of charge by the league.
§  When multiple days are requested or weekend days are requested a fee will be assessed for the request.
§  Fees will also be assessed for teams that request non conflicting schedules between multiple teams.
§  All requests will be responded to in the next few days and you will be given an option to accept your request + applicable fee, modify your request, or to cancel your request
§  Once a request is accepted, it will be valid for the entire REGULAR season for the league schedule.
§  Schedule request fees will come out of your league suspension deposit, unless the fee leaves a smaller than required amount within your suspension fee deposit account.

Expectations of the team reps

• Responsible for Player/team behaviour
• Communication with the league manager and relaying information onto players
• Payment of league fees
• Ensure all players register before they play
• No tolerance for fighting, stick work and head shots
• Make sure team is ready to play at the scheduled game time (went over the forfeit procedure)
• Make sure the game sheet is accurately completed by crossing off players not there and changing jersey numbers
• Team reps have the right to appeal a players suspension.  We will try to get suspensions up quicker and respond to appeals quicker as well.
• Injury claim form should be filled out for any injuries http://www.vihl.net/forms/NIHAInjuryForm.pdf (players should make sure the referees know that they were injured as an incident report needs to be filed)

Discussions with referees regarding some comments from last year’s survey

• Work on better communication with players
• Look out for more dives
• More game ejections for problem players
• Teams must have a C or A on jersey if they want to be able to talk to a ref
• Highsticks can be called for anything making contact with the helmet
• Discussed game management and watch out for reckless plays

• Minimum players to start a game – 6 players and you don’t need a goalie
• Home team must provide 2 pucks at the start of the game – 2 minute penalty if don’t have pucks
• Away team has to resolve jersey conflicts
• Forfeit procedure – clock runs down to 15 minutes
• A player is allowed to be in the goalie crease as long as he doesn’t make contact with the goalie
• Illegal Equipment  – must wear required equipment; quickly grab or leave the surface if anything falls off; don’t pick up broken sticks; must have 4 wheels to start the game – illegal equipment penalty if not
• Can only carry 1 stick in your hand so you can’t pick up a goalie stick
• Deliberately throwing the puck over the boards in the defensive zone will result in that team not being able to change.
• Deliberate delay of game in last 2 minutes results in a penalty shot
• If a player on the defending team puts his hand on the puck in the crease, or deliberately falls on the puck a penalty shot is awarded.
• If a player deliberately throws his stick at the puck or puck carrier in his defending half, a Penalty shot shall be awarded to the attacking team, if it is thrown in the offensive zone it’s a minor penalty for throwing the stick.
• 15 second face off rule
• Trips can be called if the opposing player places their stick in your skating lane
• Follow throughs – Contact with an opposing player can result in a penalty
• High Sticking – Knock the puck out of the air (above shoulders), Batting the puck into the net (crossbar), On an opponent (shoulders and up)
• Slew footing is a 5 minute major
• Spitting is a 5 minute major
• 4 minutes for stick infractions and body checking
• Depending on the extent of the slash, slashing the stick can be a 2 minute penalty
• Peacemaker in a fight will receive a game misconduct
• Automatic 5 minutes major penalties: Bodychecking, spearing (match Rule 49), butt ending (match Rule 49), checking from behind, fighting, checking to the head, slew footing, attempt to injure.
• Teams are responsible for removing ejected players before the game can continue
• The ref can switch to running time after a 6 goal difference if he feels the game is getting chippy (otherwise it is up to the losing team if they want to switch to running time)
• Playing without a goalie – game will be called if the goal differential reaches 6 goals.  No fine this year
• Random ID checks can be performed at any time by a referee or the other team – Reviewed rules for playing with ineligible players (fine and 5 minute major and game misconduct in regular season).  Players have to be at the bench by the half and cleared by the scorekeeper in order to be eligible.  Players/team reps should make sure a late player is cleared with the scorekeeper at the half or else they could get called as an ineligible player.  Goals and assists will be removed by ineligible players.
• Regular season overtime format – 3 on 3 for 4 mins (running time), change only on the fly followed by shootout.  No 2-on-2 this season.
• Shootouts – Home team gets to decide who will shoot first
• Goalies are not allowed water bottles at the net unless they have a towel with it
• Players will have to play 6 out of 18 games to be eligible for playoffs.
• Explained additional playoff eligibility rules and tiering rule as outlined on the website

VIHL Bladetape

PLAYER DRAFT – Tuesday, March 27

There will be 2 draft games on Tuesday, March 27 at the  Karen Magnussen arena in North Vancouver. The first game will be for Copper-Platinum (intermediate – expert) players and it will be from 9:30-10:30pm.  The second game will be for Zinc-Brass (beginner-intermediate) players and it  will be from approx 10:30pm-11:30pm. Each game will consist of two running time halves, a 5 minute warm up, a 10 minute half  time and a 5 minute debrief at the end. Teams will have 10 minutes  at the half to quickly meet players in person.

The actual draft will start at the beginning of the second half of  each of the respective games. Teams looking for a player can attend  the draft and scout the players, but they can’t talk to the players  except for during the half and at the end of the game. The draft  order will be decided by random lottery within each tier with the  higher tiers within each draft starting first. Zinc – Brass teams will not be allowed to participate in the Copper – Platinum draft. Teams that participate in the draft, must  have a team registered for the 2012 season.
